The essential questions for stage 3 are the following..what do learners need? What is the best use of time spent in and out of the classroom given the performance goals? Pg. 192. Keep in mind the focus is on learning and not on the teaching. The authors make the point that good plans must be effective and engaging. Engaging is defined here as provoking, fascinating, and energizing. Effective means learners become more competent and productive. They proform to high standards and surpass normal expectations. This chapter listed the common characteristics of the best designs:

- Powerful feedback system
- Personalized approach
- Clear models and modeling
- Focused reflection
- Variety in methods
- Safe environment for taking risks
